The TCEQ is the single Agency responsible for all "outdoor" (soil and water) programs in Texas. This includes air and water permitting as well as solid and hazardous waste concerns.

Property developers and owners of fueling facilities (PST) are most affected by the Texas Risk Reduction Program (TRRP). TRRP combines over 10 previously separate programs into a single regulatory framework. It took effect in many programs--such as the PST/UST programs in 2004-2005--and has set different property development standards than earlier programs.

These property standards are referred to as "Remedy A" and "Remedy B". Each Remedy approach differs on the level of cleanup, time required, independence of the owner and licensed consultant, and role of the TCEQ in the property development process. "Remedy A", if feasible, is the most preferred approach as it offers property owners flexibility, less delays, and is the most effective means of permanently eliminating environmental risk.
